Perhaps we're approaching this the wrong way. Ideally, such enemies would be behind bars, possibly even awaiting execution. That may be an unreasonable goal so long as we are here, but it doesn't rule out legal methods entirely.

[Edgeworth had considered everything he could as well, and this was the conclusion he came to. Though he'd hoped that Phoenix would manage to come up with something he'd entirely overlooked, he knew the chances of it were slim. This will have to do, for now.]
